(a) A person who violates an authority rule or order is subject to a civil penalty of not less than $50 or more than $1,000 for each day of violation.(b) The authority may sue to recover the penalty in a district court in the county in which the violation occurred. A penalty shall be paid to the authority.(c) The authority may sue for injunctive relief in a district court in the county in which a violation of a rule or order occurred or is threatened.(d) The authority may sue for injunctive relief and a penalty in the same proceeding.
