(a) In addition to the powers and duties described in this chapter, the board has all other powers necessary or convenient to carry out its responsibilities and accomplish the purpose of this chapter.(b) The board may adopt bylaws and policies as necessary to accomplish its purposes.(c) The board may purchase materials, supplies, equipment, vehicles, and machinery needed by the district to accomplish its purposes.
