(a) The board may adopt rules requiring the use of water conservation measures to reduce groundwater withdrawals.(b) The district may cooperate with the commission and any local government to establish water conservation goals, guidelines, and plans to be used in the district.(c) The district may contract with a local government in the district to provide services needed to meet water conservation requirements that the commission establishes.
