The legislature finds that the creation of the district:(1) is feasible and practicable;(2) will be a benefit to land in the district; and(3) will be a public benefit and utility. Added by Acts 2005, 79th Leg., Ch. 729 (H.B. 2019), Sec. 1.07, eff. April 1, 2007.
