The district is:(1) a conservation and reclamation district in Starr County created under Section 59, Article XVI, Texas Constitution; and(2) a groundwater conservation district. Added by Acts 2005, 79th Leg., Ch. 451 (S.B. 1848), Sec. 4, eff. June 17, 2005.
