(a) The district shall:(1) keep a complete account of board meetings and proceedings; and(2) maintain in a safe place the board's minutes, contracts, records, notices, accounts, and receipts.(b) The board's minutes, contracts, records, notices, accounts, and receipts are:(1) the property of the district; and(2) subject to public inspection.
