(a) The board may adopt rules requiring the use of water conservation measures to reduce groundwater withdrawals.(b) The district may cooperate with the commission and a local government to establish water conservation goals, guidelines, and plans to be used in the district.(c) The district may contract with a local government in the district to provide services needed to meet water conservation requirements that the commission establishes.
