When adopting a rule or issuing an order, the board shall consider:(1) the availability of surface water or alternative water supplies;(2) the economic effects on persons and the community;(3) the degree and effect of subsidence on the surface of the land; and(4) the differing topographical and geophysical characteristics of the land.
