(a) The board shall hold a public hearing on the annual budget.(b) Notice of the hearing must be published in a newspaper or newspapers having general circulation in the district at least 10 days before the date of the hearing.(c) Any district resident is entitled to be present at and participate in the hearing.(d) At the conclusion of the hearing, the board shall act on the budget and may make changes in the proposed budget that in the board's judgment the interests of the taxpayers demand.
