Texas Legal Code
(a) An adjacent county may petition to join the district by resolution of the county commissioners court.(b) If, after a hearing on the resolution, the board finds that the addition of the county would benefit the district and the county to be added, the board by resolution may approve the addition of the county to the district.(c) The addition of a county under this section is not final until approved by the voters in the county to be added at an election held for that purpose.(d) The ballot for the election shall be printed to permit voting for or against the proposition: 'The addition of (county's name) to the Deep East Texas Groundwater Conservation District.'(e) If a majority of the votes are cast in favor of the addition of the county to the district, the county is added to the district, and the district boundaries are adjusted accordingly. If less than a majority of the votes are cast in favor of the addition of the county to the district, the county is not added to the district.
