(a) The board may divide the district into five single-member director precincts of substantially equal population for the purpose of electing directors.(b) Notwithstanding Section 36.059(b), Water Code, the board may divide territory contained in a municipal corporation in the district into as many precincts as necessary to obtain precincts of substantially equal population.
