(a) The authority has the rights, powers, privileges, functions, and duties necessary and convenient to accomplish the purposes of this chapter, including those provided by Chapter 49, Water Code.(b) The authority shall exercise its rights, powers, and privileges in a manner that will promote regionalization of water treatment and distribution.
