As needed but not less frequently than every five years, the authority by rule shall develop, prepare, revise, and adopt comprehensive water supply and drought contingency plans for various areas of the authority. The plans must:(1) be consistent with regional planning; and(2) include 10-year, 20-year, and 50-year projections of water needs in the authority.
