(a) The authority may purchase surplus property from this state, the United States, or another public entity through a negotiated contract without bids.(b) An officer, agent, or employee of the authority who is financially interested in a contract described by Subsection (a) shall disclose the interest to the board before the board votes on the acceptance of the contract.
