(a) The district is created to serve a public use and benefit.(b) All land included in the district will benefit.(c) The accomplishment of the purposes stated in this chapter is for the benefit of the people of this state and the improvement of their property and industries. The district, in carrying out the purposes of this chapter, will be performing an essential public function under the constitution.
