Texas Legal Code
(a) This section applies only to a construction contract requiring an expenditure of more than $2,000.(b) A contract may be awarded only after notice of the contract to bidders for sealed bids is published once a week for two weeks in a newspaper of general circulation in the authority that is designated or approved by the board.(c) The notice is sufficient if it states:(1) the time and place for opening the bids;(2) the general nature of the work to be done or the material, equipment, or supplies to be purchased; and(3) the place where and the terms on which copies of the plans and specifications may be obtained.(d) The bids must be opened publicly.
