(a) Except as provided by Subsection (c), the district is governed by a board of five elected directors.(b) Except as provided by Section 9016.052, directors serve staggered four-year terms.(c) If the municipality annexes any part of the territory of the district, the municipality shall appoint one ex officio member to the board to serve as a sixth director.
