(a) All territory and taxable property in the city will benefit from the works and improvements of the district.(b) The accomplishment of the purposes stated in this chapter will benefit the people of this state and improve their property and industries.(c) The district, in carrying out the purposes of this chapter, will be performing an essential public function under the constitution.
