(a) On request of the governing body of a municipality or county or of the presiding officer of the governing body, the comptroller may provide assistance to a municipality or county relating to the administration of this chapter.(b) The Texas Department of Economic Development and the comptroller may provide technical assistance to a municipality or county regarding:(1) the designation of reinvestment zones under this chapter; and(2) the adoption and execution of project plans or reinvestment zone financing plans under this chapter.
