(a) The department may contract as necessary or advisable to execute its powers under this chapter.(b) The department may not enter an agreement that binds the state to make a payment that is not authorized by an appropriation from general revenues or from the aeronautics fund.(c) Repealed by Acts 1999, 76th Leg., ch. 115, Sec. 1, eff.
