To develop aeronautics for the common good and safety of the residents of the state or to provide for catastrophe, disaster, or state or national emergency, the state or department may accept from any person a gift of any interest in real property that:(1) may be used as a navigational aid;(2) is on or adjacent to an airport or airstrip; or(3) may be used as an airport or airstrip.
