The department shall:(1) make a loan instead of a grant whenever feasible under this subchapter; and(2) carefully consider making a loan instead of a grant for an improvement that produces revenue. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
