Under this subchapter, the commission may not make:(1) a grant unless two-thirds of the entire commission votes in favor of the grant; or(2) a loan unless a majority of the entire commission votes in favor of the loan. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
