(a) The commission, with the advice of the aviation advisory committee, shall prepare a multiyear aviation facilities capital improvement program.(b) The aviation facilities capital improvement program must:(1) include the priorities determined under Section 21.106; and(2) have an estimated annual cost for the total program that is approximately equal to the revenue that is forecast to be available for aviation facilities development during the year.
