The commission, with the advice of the aviation advisory committee, shall:(1) periodically review the capital improvement program to determine the need to:(A) revise the system development criteria;(B) add or delete aviation facility requirements;(C) revise program priorities; and(D) add, delete, or revise the scope of projects in the program; and(2) revise the program at least annually.
