Under Section 52-a, Article III, Texas Constitution, a local government may finance facilities to be located on airport property, other than those described by Section 22.011(b)(1), that the local government determines to be:(1) beneficial to the operation or economic development of an airport; and(2) for the public purpose of development and diversification of the economy.
