The governing body of a municipality or a board, under the procedures provided by this chapter, may issue obligations payable from revenue to refund outstanding obligations payable from revenue, including original or refunding obligations:(1) issued under this chapter;(2) issued for a purpose described by Section 54.003; or(3) payable from the revenue of a port improvement or facility.
