(a) In all its duties, including rulemaking, the board may not sanction discriminatory practices or discriminate against a pilot or applicant because of race, religion, sex, ethnic origin, or national origin.(b) A person seeking a remedy for a violation of this section must bring suit in a district court in Brazoria County.
