(a) The board shall give at least 10 days' notice as provided by this section before the board adopts a rule or changes a pilotage rate.(b) The board shall mail the notice and a copy of the proposed rule or change by registered mail to:(1) the designated office of the Aransas-Corpus Christi Pilots; and(2) all known consignees and all known associations of consignees operating in Nueces County.(c) The board shall post a copy of the proposed rule or change at the Nueces County courthouse for public inspection.
