A district may:(1) enter into agreements with a public utility, private utility, communication system, common carrier, or transportation system for the joint use of its facilities, installations, or property inside or outside the district; and(2) establish:(A) through routes;(B) joint fares; and(C) divisions of tariffs, subject to approval of a tariff-regulating body that has jurisdiction.
