§ 173.051

(a) A district may be created to provide commuter rail service between two municipalities:(1) each of which has a population of more than 450,000; and(2) that are located not farther than 100 miles apart as determined by the department.(b) The creating municipalities and the counties in which the creating municipalities are located may create a district on passage of a resolution favoring creation by the governing body of each municipality or county.
