§ 173.160

(a) A district may:(1) sue and be sued;(2) institute and prosecute suits without giving security for costs; and(3) appeal from a judgment without giving a supersedeas or cost bond.(b) An action at law or in equity against the district must be brought in the county in which a principal office of the district is located, except that a suit in eminent domain must be brought in the county in which the land is located.
