(a) On formal application by a county, road district of a county, or municipality, the commission may recommend for appointment a competent civil engineer who is a graduate of a first-class school of civil engineering and who is skilled in highway construction and maintenance.(b) The commission shall adopt rules necessary to determine the qualifications of engineers who apply for highway construction work.
