(a) The department may:(1) cooperate with the United States Secretary of Transportation in the construction of a toll bridge under 23 U.S.C. Section 129;(2) spend state highway funds for the purpose described in Subdivision (1);(3) impose tolls in accordance with 23 U.S.C. Section 129; and(4) take other necessary or proper action to give effect to the purpose and intent of this section.(b) The department shall impose tolls in accordance with this section with the goal that the tolls be eliminated, as contemplated or required by 23 U.S.C.
