(a) A contract awarded under this subchapter must:(1) be in the name of the state;(2) be signed by the director or a person the director designates; and(3) have attached a copy of the certification required by Section 223.103.(b) A person designated under Subsection (a) may not occupy a position below the level of district engineer.
