The department may not charge a toll for the use of an exclusive lane unless:(1) the lanes or multilane facility adjacent to the exclusive lane is tolled; or(2) a vehicle that is authorized to use the tolled exclusive lane is authorized to use nontolled adjacent lanes or an adjacent nontolled multilane facility.
