(a) The issuance of bonds under this chapter that are payable solely from revenues may be authorized without an election.(b) If an election is not held, notice of intention to issue the revenue bonds must be given as provided by Section 252.041, Local Government Code.(c) The authority to issue the revenue bonds is subject to the right of referendum provided by Section 252.045, Local Government Code.
