(a) A county may enter into an agreement with a political subdivision or agency of this state to construct, acquire, improve, operate, and maintain a project under this chapter. The agreement may provide for title to the project to be in one party to the agreement or for joint ownership of the project.(b) A county entering into an agreement under this section may issue bonds as provided by this chapter to pay all or a part of the cost of a project.(c) An agreement entered into under this section, in addition to other terms, may:(1) extend for any agreed period; and(2) provide that the agreement continues in effect until bonds specified in the agreement and refunding bonds issued in lieu of those bonds are paid.(d) A payment made under the agreement is an operating and maintenance expense of the project if the agreement so provides.
