Texas Legal Code
(a) The commissioners court of a county by order may designate a toll road established for the county under this chapter as a controlled-access toll road.(b) The commissioners court by order may:(1) deny use of or access to or from the toll road by a motor vehicle, bicycle, or other vehicle or by a pedestrian;(2) deny access to or from:(A) the toll road;(B) real property adjacent to the toll road; or(C) a street, road, alley, highway, or other public or private way intersecting the toll road;(3) designate locations on the toll road at which access to or from the toll road is permitted;(4) control, restrict, and determine the type and extent of access permitted at a designated location of access to the toll road; or(5) erect appropriate protective devices to preserve the utility, integrity, and use of the toll road.
