In this subchapter:(1) 'Public water' includes a public stream, river, bay, or lake.(2) 'Navigable stream' has the meaning assigned by Section 21.001, Natural Resources Code.(3) 'Public lake' means a lake in which the state owns the bed, or reserves for the state's residents the right of access to the lake for fishing, boating, hunting, or other recreation.
