If a majority of the votes cast at the election favor the proposition:(1) the governing body shall declare that result on canvassing the election returns; and(2) the franchise takes effect according to its terms. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
