A municipality may:(1) order the improvement of a highway in the municipality's limits;(2) select the materials and methods to be used in that construction; and(3) contract for the construction in the name of the municipality. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
