Payment for an improvement under this chapter may be paid entirely by the municipality or may be paid partly by the municipality and partly by property abutting the part of the highway ordered to be improved and the owners of that property. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
