§ 314.044

(a) At a hearing under Section 314.042(a), an owner, lienholder, or other interested party may:(1) object in writing to an assessment, special benefit to the property, invalidity of the assessment, or any prerequisite to the assessment; and(2) present testimony in support of the objection.(b) The governing body or the commission shall determine the amounts, if any, to be assessed.
