An assessment may be enforced by:(1) suit brought by the municipality for the benefit of a holder and owner of an assessment or a certificate issued on the assessment;(2) suit brought by a holder and owner of an assessment or a certificate issued on the assessment; or(3) sale of the assessed property in the same manner as nearly as possible as the sale of real property for municipal taxes.
