(a) Bids shall be opened and read at a public meeting of the governing body of a municipality.(b) The governing body may:(1) accept a bid it considers most advantageous to the owners of abutting property; or(2) reject any or all bids. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
