(a) After the governing body of a municipality has accepted a bid for lighting improvements, the municipality shall contract with a contractor whose bid has been accepted.(b) A contract shall be:(1) executed by the municipality's chief executive; and(2) attested with the corporate seal by the municipal secretary or other officer designated by the governing body.
