Except as provided by Section 364.045, this chapter does not authorize a county to:(1) impose or collect a tax or assessment or pledge the credit of this state; or(2) issue, sell, or deliver a bond, create an obligation, incur a liability, or enter an agreement to be paid, performed, met, or discharged using any tax or assessment.
