In exercising its authority under Section 365.011, a district has the powers of a county owning or operating a toll project under Chapter 284 regardless of whether the district is in a county to which that chapter applies. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
