A district operating a toll road shall give to property that had access to and right of free passage on the road on or before August 28, 1989:(1) free access to the toll road; or(2) an alternative right of passage. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
